Before forming his own company in 1982, Mr. Vail worked for an
engineering/manufacturing company, a construction management consulting
firm, and a construction subcontractor (mechanical). Mr. Vail has
more
than 30 years of experience and has worked on more than 600 projects.

Mark Tucker Elliott
Owner and VP Project Controls and Claims

Mr. Elliott assists our partners in the planning, organizing, controlling
and implementation of their project management processes and resolving
disputes and claims. Major areas of responsibility include:
- Delay and claims analysis (both assertive and defensive) from
preparation through mediation, arbitration or litigation.
- Neutral facilitation processes.
- Project management consulting/owner's representation services
to provide project oversight and claim avoidance processes.
- Overseeing preparation of claim exhibits such as Critical Path
Method (CPM) schedules, spreadsheets, charts, etc.
- Seminars and training.
Overview
Mr. Elliott has worked on more than 100 projects in 20 states
and 5 countries. The types of projects that he has been involved
with include: automotive, manufacturing,
metals, chemicals, petroleum, clean rooms, schools and universities,
environmental,
demilitarization, power, transportation, hospitals, offices and hotels.

Richard P. Leach
VP Project Management and Contract Staffing

Mr. Leach assists our partners in the planning, organizing, controlling
and implementation of their project management processes and resolving
disputes and claims. Mr. Leach has worked on more than 250 projects
for VN Services, ranging in cost from $100,000 up to $900 million.
Services offered include:
- Oversight of Contract Staffing operations scheduling
support service and review of projects.
- Preparation of the Critical Path Method (CPM) scheduling system.
- On-site progress reviews and schedule updating through inspection
tours and interviews with key project personnel.
